Summary of Change:

Department of Commerce (DOC) Bureau of Industry and Security (BIS) adds 77 entities to the Entity list

This change removes 4 previously listed entities and adds 77. Entries on the BIS Entity list are subject to specific license requirements for the export, reexport and/or transfer (in-country) of specified items. In many cases that means a license requirement for exports of all items subject to the EAR.

Generally speaking entities are added to this list based on involvement in activities contrary to the national security or foreign policy interests of the United States. The federal register notice provides specific details on the reasons the End-user Review Committee made the decision to add these entries.

The license review policy for these entities ranges from review on a case-by-case basis to a presumption of denial.
